RECYCLING PROPOSAL CRITICIZED.(Capital Region)

A prominent environmental organization says the juice-box recycling program that Mayor Thomas M. Whalen III is scheduled to announce today is, at best, a dubious proposition and urged consumers to stick to aluminum and glass containers.

"Smart consumers should not be deluded into thinking that juice boxes are now environmentally friendly, " said Resa Dimino, a coordinator of a solid-waste alternatives campaign for the Environmental Action Foundation, in Takoma Park, Md.
